I noticed that Wither Fights seem to be a special event. Does this mean summoning a wither to fight on your own is banned?

You can summon wither's in the Solo Arenas just not in the main arena

i think you can only summon them in resource or the solo arena :)

Nope. On wither gets away and it can do massive amounts of damage to not only the world, but other people's bases too.
